Abolish the boundary system and replace jeepneys with double deck HK style buses with fixed bus stops and arrival times. Replace UV shuttles with PTP buses from Park and Ride facilities in the suburbs. Replace EDSA buses with a BRT system. Put a BRT system along C-5 too.

Agree on removing the boundary system - which is why I am proposing a shift to service contracting.

I think we will be seeing a proto-BRT on EDSA soon.

As to double decker buses, I see the logic to double capacity but it's not as simple as just replacing vehicles.

Now think about the institutional requirements for that kind of system.

1) you will need the same vehicles or vehicles that handle exactly the same way

2) you will need a training programme

3) you will need experienced trainers

4) you will need a facility dedicated to training the drivers

All of those require an organizational structure that is not currently available and it will take us the better part the next decade to build.

There is an old West Point adage about waging war, but I think it applies to many things -including transportation planning.

Amateurs talk strategy; pros talk logistics.

Too many of our policy makers and transportation managers respond without thinking about logistics.
